The Kimberley Process

The Kimberley Process (KP) began establishing itself after it was recognised and exposed, especially in the late 1990’s, that rebels fighting against legitimate UN-recognised governments were gathering their funding through the selling of rough diamonds on the International Market for their war and movement. The term ‘blood diamonds’ and ‘conflict diamonds’ were coined from this connection between rough diamonds and the financing of conflict – action was required to change and prevent this.

Southern African diamond-producing states met in Kimberley, South Africa, in May 2000, to discuss ways to halt the trade in ‘conflict diamonds’ and to ensure that further diamond purchases were not, in anyway, financing violence by rebel movements and their allies seeking to undermine legitimate governments.

Kimberley Process Certification Scheme

Kimberley Process Certification Scheme finally came into force in 2003 by a United Nations resolution, and is a multilateral trade regime to prevent the flow of conflict diamonds. The Kimberley Process Certification Scheme (KPCS) implements safeguards on shipments of rough diamonds and are required to have a KPCS certificate with them, during all transportation – especially during exportation and importation through the participating countries. The diamonds are prevented from exiting the country or entering another country, unless they have a KPCS certificate detailing the provenance of the diamond, which has to be traceable all the way back to the mine, this aids with the prevention of funding the rebel movement via rough diamonds. Diamonds which are KPCS certified are also prevented from entering non-member countries.

Prevention of Conflict

Today there are 55 participants representing 82 countries, with the European Community counting as a single participant. The participants include all major rough diamond producing, exporting and importing countries including Australia, Cambodia, Ghana, India, Mexico and Zimbabwe. The Kimberly Process members are responsible for stopping 99.8% of the global production of conflict diamonds – an astonishing feat.
